According to the local residents fire started in the morning around 7.30 am and soon spread fast. Most of the residents who were in deep sleep somehow managed to save their lives and helplessly witnessed their homes going down in front of their own eyes.
Locals alleged that fire tenders were slow to react to their emergency calls. “I kept on calling fire service department for around 20 minutes but nobody answered the call. Don’t know where were lost,” told one angry local resident. She further went on to add, “Even after our intimidation they were late to arrive. If they had arrived at right times some of the houses could have been saved from being burnt down.” However the cause of the fire is not known till filing of this report.
Panchayat colony is inhabited by both local and migrant population. Together they are sharing the pain of their dream home being going down in ashes. “We lost everything in fire and I really don’t know from where to start the rebuilding process. I am helpless,” moaned one migrant worker whose house too was burnt down.
There were utter chaos in the aftermath of fire and local citizens are angry with administration for their slow reaction. Especially their anger was directed towards fire service department.
“This part of the year is regarded as fire prone time and authorities should be in
maximum alert keeping that in mind. But things are going in just opposite direction,”
retorted one grief-
“Even during Dokum colony incident effectiveness of fire service team was questioned by local residents. It is high time government seriously look into problems besetting fire service department,” opined another local resident.
Almost every year fire incidents are reported from every nook and corner of the state. It is time for the fire service authorities to give a serious thought on the problems and device mechanism to deliver prompt and effective service to prevent recurrence of fire incidents.
Massive operation against opium gets underway
TEZU, Feb 18: The Central Bureau of Narcotics assisted by the district administration, Police, IRBN , CRPF and labourers are launching a massive dawn to dusk operation against opium / poppy cultivation at Tezu today .
Huge quantities of flowering poppy plants stretching over tens of hectares at IGG College, AIR field, Danglat, Mekaliang and Shivaji Nagar are reported to be destroyed despite stiff resistances by cultivators.
In some areas, minor incidents of violence have been reported after agitated cultivators especially women pelted stones at the vehicle of ADC Tezu causing few damages.
A police Tata Sumo and few other duty vehicles are also damaged. Few police men and police women also sustained injuries. The police on duty were compelled to use few tear gases shells for self protection. The operation was continued amid inclement weather here.
It may be mentioned that the villagers / cultivators have been involved in the illegal opium cultivation in various locations in spite of repeated notice/circular issued to them through NGO/PRI/GBs since August 2008 by the district administration directing them to desist from illegal cultivation of opium. Nature’s precious resource crisis hits state capital

ITANAGAR, Feb 18: Water crisis hit most of the families, particularly the low income groups and private residence in the state capital.
Now every one is thinking of the much talk Poma water plant, but a better maintenance of the exiting pipelines is the need of the day.
It has been observed that some citizens including people of the well off class and
government establishments are getting sufficient water supply, on the other hand
some other citizens are getting only half or one-
The reason behind this demand and supply gap is better known by the water supplier only.
The increasing population and subsequent rising demand for drinking water and the shortage of water sources in the intake point may be some of the reasons for this. However, the mismanagement on the part of PHE department and the consumers are also account for the shortage of water supply in state Capital.

Unless, the concerned department refurbish or repair the main supply pipe within the state capital and short out a major step on this regard or issue a proper connectivity notice to the concerned consumers, it could force people to pay heavily for the precious resource in future despite available water resources.
When we talk about the larger Arunachal, the drinking water scarcity is not a new thing to ponder about, but it is as old as the concerned town itself. Though various attempts have been made to fulfill the demands of drinking water by the government, still most of the district headquarters and sub divisional head quarters are facing the same problems as decades back.
The rural people are far better than the town dwellers in term of drinking water facility as they still depend on spring water and rivulets to meet their demands. But in towns, water scarcity and polluted rivulets forces the poor people to look for alternative sources, i.e leakages. Sometimes, people resort to unwanted argument and involve in brawl in roadside just for a drop of water.
It is worth to mention that, water monitoring and testing programme conducted by Future Generation Arunachal last year in many villages in rural Arunachal was a good attempt toward public health.
Such types of water testing should be properly implemented and conducted timely to distinguish contaminated water.
Hope, the government will look into the drinking water problems seriously and work out better plan and policies so that the water projects being undertaken in Capital and others parts of the state can supply sufficient water up to the satisfaction of the consumers.

ITANAGAR, Feb 18: In its continued efforts to put the things in place, alert Itanagar Traffic Police today fined atleast four persons for not wearing helmet while riding motorbikes and court cases against three have been initiated for triple riding and two for being unable to pay penalty for not wearing helmet.

rules, mainly for not wearing helmets, in the last one month. Of them, 50-

UPA satisfied with performance,
assures funds to state Govt
ITANAGAR, Feb 18: Union Minister of State for Planning and Parliamentary Affairs V Narayanasamy has committed Arunachal Pradesh government to provide funds under Plan & Non Plan and Special Plan Assistance (SPA) to complete various developmental projects in the state.
The minister conveyed his assurance to Chief Minister Dorjee Khandu before leaving for New Delhi this morning. The commitment includes an amount of 300 crore under Non Plan another amount of 300 crore under Plan to meet up the liabilities of 6th Pay Commission implementation for the state government employees, and an amount of 1200 crores under Special Plan Assistance (SPA) would also be provided for undertaking various developmental activities.
“The UPA government is satisfied with the performance of the state government and the pace of development under your leadership and is elated over the results of recently concluded Parliamentary and Assembly polls in the state”, Narayanasamy, also AICC general secretary commented.
Earlier, the Union Minister along with Khandu inspected various ongoing projects like construction of Secretariat Building, Assembly Building and was satisfied with pace of development and judicious utilization of the central fund. HPC to submit report, magisterial enquiry on
PALIN, Feb 18: The Higher Power Committee (HPC) constituted by the state Govt with members Takam Sanjoy, MP, Bamang Felix, MLA Takam Tagar, MLA and Chukhu Takar ADC has already started the work on Palin fire incident.
The Committee has interacted and discussed face to face with deceased parents who lost their children during 10th February fire accident at Private Hostel, Palin.
The committee has landed at state capital this evening from Palin and will place its report to Chairman High Power Committee for onward submission to state government.

Fortunately, unlike other Raj Bhavans, it is open to public every Sunday. Conceived by Governor, the people, especially school children have the opportunity to tour the compound. The tour, which started on the festive occasion of the 23rd Statehood Day, last year is organized in the line of Mughal Garden of Rashtrapati Bhavan, Delhi. It is open to public every Sunday from 3 to 5 pm.
Availing the opportunity, excited and elated students along with their teachers, parents and relatives visits every part of the Bhavan. The orchid center, Hornbill cottage, the fish pond, Bee keeping, the country chicken farm are very popular among them.
With visits by research students, progressive farmers and entrepreneurs, the organic vegetable farm, in fact has become a research institute of sort. Round the year, free from contamination of synthetic fertilizer and agro chemical, seventy varieties of vegetables, including trail once are grown in the garden, which measures an area of 2088 Sqmtrs.
According to Raj Bhavan officials, more then thousand visitors have visited the compound. Along with school students of the capital city, people from Doimukh, Oyan, Pasighat, Daporijo and Tawang, and even from neigbouring State of Assam have visited the official residence of the Governor. At times, more then hundreds turns up at the Helipad Gate, from where the visitors are ushered in. During summer, of course, few visitors turn up, they pointed.
To make their visit more interesting, participating games like air rifle shooting, flower name writing and basket ball were organized by Raj Bhavan officials.

ITANAGAR, Feb 18: It is a fact that due to the loving attention and constant encouragement of the Assamese teachers of the NEFA days, the birth of Arunachalee literature took place in the form of late Lummer Dai. The trend continued with the advent of more talented local writers like Tagang Taki, Y.D.Thongchi, Kengsam Kenglam, Wangsam Jongsam, Kaling Borang , to name a few.
And today, the tradition is proudly continued by Y.D.Thongchi and Mamang Dai.
Though Arunachal might’ve forgotten, but Assam had and has always a brotherly soft corner for the people of this state.
And proving this fact to be true, the Axom Xahitya Xabha presented the “ Basudev Jalan Bota “ for 2010 to Thongchi on February 15 last in the Sahitya Sabha premises at Guwahati in a grand function. The function was attended by luminary authors of Assam and people from all walks of life.
The award, given biannually, was presented by Rongbong Terang , president of Axom Xahitya Xabha.
Interestingly, Terang himself was the first recipient of this award which was instituted in 2008.
“ Hence it is a double pleasure for me to present the award to Thongchi “, he said. He further pledged the Xabha’s unstinted support towards the development of Arunachalee literature and culture. He also promised to improve the bilateral ties between the two states by more interactions and visits.
The award consists of a commendation certificate, gamocha (traditional Assamese khada ), shawl, japi (traditional Assamese hat ), trophy, Rs. ten thousand and a collection of books.
“ Though I’m very much honoured, yet my biggest prize is the continual love and affection of my readers and my critics ,” said Thongchi to a jubilant crowd.
Continuing further on he said, “ I’ve already been honoured enough .There are so many good writers writing in Assamese who never got their due. It is to them ,” he justified, “ the awards should be given “.
Incidentally, this is Thongchi’s seventh award including the Sahitya academy prize.
The highlight of the function was Thongchi’s revelation as about to the money he had received from the prizes and royalties of his books.
“I’ve not spent a single pie from them. It is kept in a bank,” he said, “I’ll donate it posthumously to the Xabha to institute a prize for these unrecognized writers & for other social causes “.
He further said mischievously to a laughing crowd, “ The day I die, people’ll come to know how much an Assamese writer earns by his writing.”
Unlike Arunachal, Thongchi is an icon in Assam. He is very much respected, loved and adored by the people there. He has a massive fan following.
This was evident after the meeting when the media jostled with each other to take his interview. People surrounded him just to shake hands. Autograph hunters were seen to make long beeline to get his autograph.
Indeed, it seems that Assam’s fascination and affection for Thongchi and Arunachal will never end. And may it remain so…..forever.
Project nearing completion

Revised notification to regulate schools
ITANAGAR: The department of school education has issued a revised notification to regulate the private and NGO managed schools in the state to avoid any untoward incident in future.
To this effect necessary instruction have been issued to all the Deputy Commissioners and Deputy Directors of the school education at district levels to submit a detail report on adequate provisions of school infrastructure in their respective district.

Assembly buildings begins
ITANAGAR, Feb 18: The construction of Legislative Assembly building has finally begun today with bhumi and Bastu pujan and with laying of concrete foundation by Assembly Speaker Wanglin Lowangdong and Deputy Speaker Tapang Taloh.
PWD Minister Nabam Tuki, Parliamentary secretary R T Khunjuju, chairman, DoTC Yumsen Matey, MLA Kamthok Lowang, chief engineer, PWD western zone T H Tayung, Assembly secretary M Lasa and officers and officials were present on the occasion.
While calling upon the nodal department to render logistic support, the Speaker urged the construction agency to expedite the work in unison.
Chief Engineer and GM of construction agency have assured of timely completion of the buildings, according to an official release.

Heads of various departments like Agriculture, Horticulture, Textiles and Handloom, ICDS, Rural Deptt etc took part in the meeting and deliberated on the availability of various subsidies which could be availed by forming an SHG.

Take step to enhance revenue from lottery draws

Arunachal Pradesh is earning revenue of less than Rs six crore annually with less than Rs.six/per draw from lottery business which is very low in comparision to the revenue being earned by other North East state, AACA in its letter to Finance Minister claimed.
It also demanded submission of financial soundness certificates by such lottery distributors/selling agents while they make agreement with the government, the letter added.

Mopin to be celebrated at Seppa
