Fire devours 13 houses in Naharlagun again

ITANAGAR, Feb 18:  Last month’s devastating fire at Dokum colony, Naharlagun was revisited on Thursday morning as another colony went into flame. This time it was Panchayat colony of G-extension, Naharlagun that was in the receiving end of massive fire which resulted in gutting down of 13 houses and loss of valuable properties.

According to the local residents fire started in the morning around 7.30 am and soon spread fast. Most of the residents who were in deep sleep somehow managed to save their lives and helplessly witnessed their homes going down in front of their own eyes.

Locals alleged that fire tenders were slow to react to their emergency calls. “I kept on calling fire service department for around 20 minutes but nobody answered the call. Don’t know where were lost,” told one angry local resident. She further went on to add, “Even after our intimidation they were late to arrive. If they had arrived at right times some of the houses could have been saved from being burnt down.” However the cause of the fire is not known till filing of this report.

Panchayat colony is inhabited by both local and migrant population. Together they are sharing the pain of their dream home being going down in ashes. “We lost everything in fire and I really don’t know from where to start the rebuilding process. I am helpless,” moaned one migrant worker whose house too was burnt down.

There were utter chaos in the aftermath of fire and local citizens are angry with administration for their slow reaction. Especially their anger was directed towards fire service department.

“This part of the year is regarded as fire prone time and authorities should be in maximum alert keeping that in mind. But things are going in just opposite direction,” retorted one grief-stricken local resident whose house was also gutted down.  Further he believed fire service department does not seem to be learning from their experience.

“Even during Dokum colony incident effectiveness of fire service team was questioned by local residents. It is high time government seriously look into problems besetting fire service department,” opined another local resident.

Almost every year fire incidents are reported from every nook and corner of the state. It is time for the fire service authorities to give a serious thought on the problems and device mechanism to deliver prompt and effective service to prevent recurrence of fire incidents.

Massive operation against opium gets underway

TEZU, Feb 18: The Central Bureau of Narcotics assisted by the district administration, Police, IRBN , CRPF and labourers are launching a massive dawn to dusk operation against opium / poppy cultivation at Tezu today .

Huge quantities of flowering poppy plants stretching over tens of hectares at IGG College, AIR field, Danglat, Mekaliang and Shivaji Nagar are reported to be destroyed despite stiff resistances by cultivators.

In some areas, minor incidents of violence have been reported after agitated cultivators especially women pelted stones at the vehicle of ADC Tezu causing few damages.

A police Tata Sumo and few other duty vehicles are also damaged. Few police men and police women also sustained injuries. The police on duty were compelled to use few tear gases shells for self protection. The operation was continued amid inclement weather here.

It may be mentioned that the villagers / cultivators have been involved in the illegal opium cultivation in various locations in spite of repeated notice/circular issued to them through NGO/PRI/GBs since August 2008 by the district administration directing them to desist from illegal cultivation of opium. Nature’s precious resource crisis hits state capital

ITANAGAR, Feb 18: Water crisis hit most of the families, particularly the low income groups and private residence in the state capital.

Now every one is thinking of the much talk Poma water plant, but a better maintenance of the exiting pipelines is the need of the day.

It has been observed that some citizens including people of the well off class and government establishments are getting sufficient water supply, on the other hand some other citizens are getting only half or one-hour supply in a day.  Sometimes the supply remained off for one or two days despite no pending bills.

The reason behind this demand and supply gap is better known by the water supplier only.

The increasing population and subsequent rising demand for drinking water and the shortage of water sources in the intake point may be some of the reasons for this. However, the mismanagement on the part of PHE department and the consumers are also account for the shortage of water supply in state Capital.

It is only due to defective water supply system in narrow-lanes in sectors, we often found breaking of water pipelines in various places in the state capital. Moreover the leakages in the main pipe-lines in various places add woes to the water consumers. The sub-pipe lines almost go dry when the precious drinking water overflow through the leakages, thereby creating huge gap between demand and supply of water.

Unless, the concerned department refurbish or repair the main supply pipe within the state capital and short out a major step on this regard or issue a proper connectivity notice to the concerned consumers, it could force people to pay heavily for the precious resource in future despite available water resources.

When we talk about the larger Arunachal, the drinking water scarcity is not a new thing to ponder about, but it is as old as the concerned town itself. Though various attempts have been made to fulfill the demands of drinking water by the government, still most of the district headquarters and sub divisional head quarters are facing the same problems as decades back.

The rural people are far better than the town dwellers in term of drinking water  facility as they still depend on spring water and rivulets to meet their demands. But in towns, water scarcity and polluted rivulets forces the poor people to look for alternative sources, i.e leakages. Sometimes, people resort to unwanted argument and involve in brawl in roadside just for a drop of water.

It is worth to mention that, water monitoring and testing programme conducted by Future Generation Arunachal last year in many villages in rural Arunachal was a good attempt toward public health.

Such types of water testing should be properly implemented and conducted timely to distinguish contaminated water.

Hope, the government will look into the drinking water problems seriously and work out better plan and policies so that the water projects being undertaken in Capital and others parts of the state can supply sufficient water up to the satisfaction of the consumers.

 

Over 110 penalized for violating

traffic rules in January

ITANAGAR, Feb 18: In its continued efforts to put the things in place, alert Itanagar Traffic Police today fined atleast four persons for not wearing helmet while riding motorbikes and court cases against three have been initiated for triple riding and two for being unable to pay penalty for not wearing helmet.

"Over 110 were penalized under various sections of MVI Act for violating traffic rules, mainly for not wearing helmets, in the last one month. Of them, 50-55 were students, 30 police personnel (from constable to inspector level), 20-30 government officials and rest public," informed Kime Kommo, incharge, Itanagar Traffic Police Cell.

He also informed that few motorbikes with horns producing noisy and louder sounds have also been seized.

It has been observed during today’s checking that many motorcycle riders prefer not to wear helmets although they carry it. They were seen putting helmets on being forced by the police on duty.

Further, whether the people riding two-wheelers with their traditional headgears would be spared from such checking or not remained a question as this reporter witnessed traffic police on duty being confused over the matter.

Kommo, who recently joined the Itanagar Traffic cell, was determined to achieve the goal of cent percent people wearing helmets while riding motorbikes.

Things are now improved a lot. About 95 per cent people in Capital Complex now wear helmets while riding bikes, Kommo said, adding that wearing of helmets by the pillion riders would also be made compulsory soon after they receive the necessary instructions from the higher authority. While stressing on the need of tightening seat-belts while driving car, jeep etc. for ones own safety, he fervently appealed to the general public to strictly follow traffic rules and help the police in maintaining traffic smoothly.

The Itanagar traffic police has also decided to carry out "Breath Test" for alcohol among the Trekker drivers, and "whoever is tested positive would be booked under section 184/85 of MVI Act (dangerous driving)," Kommo added.

 

UPA satisfied with performance,

assures funds to state Govt

ITANAGAR, Feb 18: Union Minister of State for Planning and Parliamentary Affairs V Narayanasamy has committed Arunachal Pradesh government to provide funds under Plan & Non Plan and Special Plan Assistance (SPA) to complete various developmental projects in the state.

The minister conveyed his assurance to Chief Minister Dorjee Khandu before leaving for New Delhi this morning. The commitment includes an amount of 300 crore under Non Plan another amount of 300 crore under Plan to meet up the liabilities of 6th Pay Commission implementation for the state government employees, and  an amount of 1200 crores under Special Plan Assistance (SPA) would also be provided for undertaking various developmental activities.

“The UPA government is satisfied with the performance of the state government and the pace of development under your leadership and is elated over the results of recently concluded Parliamentary and Assembly polls in the state”, Narayanasamy, also AICC general secretary commented.

Earlier, the Union Minister along with Khandu inspected various ongoing projects like construction of Secretariat Building, Assembly Building and was satisfied with pace of development and judicious utilization of the central fund. He also appreciated the 3rd party monitoring module adopted by the government. They were accompanied by AICC secretary Sanjay Bapna. PRO to CM

 

HPC to submit report,  magisterial  enquiry on

PALIN, Feb 18: The  Higher Power Committee (HPC) constituted by the state Govt with members  Takam Sanjoy, MP, Bamang Felix, MLA Takam Tagar, MLA  and   Chukhu Takar ADC has already started the work on Palin fire incident.

The Committee has interacted and discussed face to face with deceased parents who lost their children during 10th February fire accident at Private Hostel, Palin.

The committee has landed at state capital this evening from Palin and will place its report to Chairman High Power Committee for onward submission to state government.

Meanwhile the Magisterial enquiry committee constituted by state government, which is being headed by Bidol Tayeng, Deputy Commissioner, Papum Pare and Principal PTC Banderdewa Chukhu Appa is already stationed at Palin, enquiry need to be done at Palin is completed. Interrogation with hostel owner and warden could not take place as they are under medical treatment and they will be interrogated as early as possible, told Tayeng. DIPR

 

Raj Bhavan in nature’s grandeur

ITANAGAR, Feb 18: Adored with fifty-odd varieties of roses and blooming colourful petals of antirrhinum, dianthus, marigold inca, French marigold, poppy, pansy, petunia, phlox, salvia, gerbera, nasturtium, zinnia and dahlia along with gladiolus, the Raj Bhavan is at its season’s best.

The lush green lawn with its greens of the golf course, the whole compound is at nature’s grandeur. Under the initiative of the State First Lady Anupama Singh, two orchid houses has been set up, which has five varieties of exotic orchids and thirty-one of indigenous ones.

It also has four new orchids, Vanda Sanderiana, Dendrobium Caesar, Vanda Colorsan and Mokra Khaw Phaik Suan, which are brought by the Governor Gen JJ Singh from Singapore.

Fortunately, unlike other Raj Bhavans, it is open to public every Sunday. Conceived by Governor, the people, especially school children have the opportunity to tour the compound. The tour, which started on the festive occasion of the 23rd Statehood Day, last year is organized in the line of Mughal Garden of Rashtrapati Bhavan, Delhi. It is open to public every Sunday from 3 to 5 pm.

Availing the opportunity, excited and elated students along with their teachers, parents and relatives visits every part of the Bhavan. The orchid center, Hornbill cottage, the fish pond, Bee keeping, the country chicken farm are very popular among them.

With visits by research students, progressive farmers and entrepreneurs, the organic vegetable farm, in fact has become a research institute of sort. Round the year, free from contamination of synthetic fertilizer and agro chemical, seventy varieties of vegetables, including trail once are grown in the garden, which measures an area of 2088 Sqmtrs.

According to Raj Bhavan officials, more then thousand visitors have visited the compound. Along with school students of the capital city, people from Doimukh, Oyan, Pasighat, Daporijo and Tawang, and even from neigbouring State of Assam have visited the official residence of the Governor. At times, more then hundreds turns up at the Helipad Gate, from where the visitors are ushered in. During summer, of course, few visitors turn up, they pointed.  

 To make their visit more interesting, participating games like air rifle shooting, flower name writing and basket ball were organized by Raj Bhavan officials.

The Raj Bhavan, the official residence of the Governor of Arunachal Pradesh is located on a hillock close to a historical monument known as ‘Ita-Fort’ (Eastern Gate). The area of the compound is approximately 27 acres consisting of lawn and garden as well as kitchen garden and fruit trees.

The foundation of this Bhawan was laid by Late K.A.A.Raja the then Lt. Governor of the Union Territory of Arunachal Pradesh on 17th April, 1977. Right from Bhisma Narain Singh, the first Governor of Arunachal Pradesh to present, the Bhavan has hosted seventeen governors.  PRO to Governor

 

Workshop on PC-PNDT Act

KHONSA, Feb 18: Two days workshop and meeting  on Pre- conception & Prenatal Diagnostic Technique Act (PC-PNDT Act), Rogi Kalyan Samiti (RKS), Village Health & Sanitation Committee (VH&SC), Sub-center Management Committee (SCMC) and routine immunization is being organized at IDSP hall at district Hospital Khonsa from Feb 18 by District Health Society.

Inaugurating the workshop Dr.S.Ronya, DMO Khonsa requested the outpost doctors to be sincere in attending the sick people in Health Centers as well as to be punctual in discharging their assigned programme work.  

Dr.K.Perme DRCHO organizer of the workshop called upon the participants to work both as medical officer as well as programme manager at block level and insisted to make full utilization of the fund in time so that NRHM fund flow is in time in the district and in the state as a whole.

Dr.K.Perme sensitized the doctors on issues like VH&SC, SCMC, RKS and FAQ’S of PC-PNDT ACT to all the stake holders, according to an official release.

 

Axom Xahitya Xabha pledges unstinted support towards development of Arunachalee literature

ITANAGAR, Feb 18: It is a fact that due to the loving attention and constant encouragement of the Assamese teachers of the NEFA days, the birth of Arunachalee literature took place in the form of late Lummer Dai. The trend continued with the advent of more  talented local writers like Tagang Taki, Y.D.Thongchi, Kengsam Kenglam, Wangsam Jongsam, Kaling Borang , to name a few.

And today, the tradition is proudly continued by Y.D.Thongchi  and Mamang Dai.

Though Arunachal might’ve forgotten, but Assam had and has always a brotherly soft corner for the people of this state.

And proving this fact to be true, the Axom Xahitya Xabha presented the “ Basudev Jalan Bota “ for 2010 to Thongchi on February 15 last in the Sahitya Sabha premises at Guwahati in a grand function. The function was attended by luminary authors of Assam  and people from all walks of life.

The award, given biannually, was presented by Rongbong Terang , president of Axom Xahitya Xabha.

Interestingly, Terang himself was the first recipient of this award which was instituted in 2008.

“ Hence it is a double pleasure for me to present the award to Thongchi “, he said. He further pledged the Xabha’s unstinted support towards the development of Arunachalee literature  and culture. He also promised to improve the bilateral ties between the two states by more interactions and visits.

The award consists of a commendation certificate, gamocha (traditional Assamese khada ), shawl, japi (traditional Assamese hat ), trophy, Rs. ten thousand  and  a collection of books.

“ Though I’m very much honoured, yet my biggest prize is the continual love and  affection of  my readers and  my critics ,” said Thongchi to a jubilant crowd.

Continuing further on he said, “ I’ve already been honoured enough .There are so many good writers writing in Assamese who never got their due. It is to them ,” he justified, “ the awards should be given “.

Incidentally, this is Thongchi’s seventh award including the Sahitya academy prize.

The highlight of the function was Thongchi’s revelation as about to the money he had received from the prizes and royalties of his books.

“I’ve not spent a single pie from them. It is kept in a bank,” he said, “I’ll donate it posthumously to the Xabha to institute a prize for these unrecognized writers & for other social causes “.

He further said mischievously to a laughing crowd, “ The day I die, people’ll  come to know how much an Assamese writer earns by his writing.”

Unlike Arunachal, Thongchi is an icon in Assam. He is very much respected, loved and  adored by the people there. He has a massive fan following.

This was evident after the meeting when the media jostled with each other to take his interview. People surrounded him just to shake hands. Autograph hunters were seen to make long beeline to get his autograph.

Indeed, it seems that Assam’s fascination and  affection for Thongchi and  Arunachal will never end. And may it remain so…..forever.

 

Kambang Small Hydro Electric

Project nearing completion

Aalo, Feb 18: Kambang Small Hydro Electric Project over Siru river took long-long years as informed by Anan Kumar Choudhury, Asstt. Manager (Civil) NHPC .

Throwing light on the on the background of the project, he said that Kambang Small Hydro Electric Project was handed over to NHPC by the Hydro Power Department as per MoU signed in February 2001 and formally handed over by March that year. The project was completed and ready for test in March 2005 but flood deferred the process. Thereafter, restoration work took another one year and again on May 2007, by pass of 3rd Unit Shut down.

Since, an amounts of Rs 1476 lakhs has been allotted under PM Package by the State Govt. for completion of incomplete project, Deputy Commissioner West Siang Amjad Tak  took a serious concerned and had a co-ordination meeting on Feb 11 in DCs Conference Hall, Aalo with NHPC Engineers, E.E. Hydropower, Civil and E&M Deptt. and District Planning Officer for early completion of the said project and generation of power for the needy consumers of the area.

Chief Engineer, NHPC of Kambang Small Hydro Electric Project confirmed that the project has been completed in all respect and is ready for handing over to the Hydro Power Development Deptt. after erection, testing and commissioning of all three units; the full load testing of each unit has been completed successfully in presence of DHPD Officers last year and the only thing is the installation of Isolation Mode governor System which shall be completed by the mid of March, 2010. Revised notification to regulate schools  

ITANAGAR: The department of school education has issued a revised notification to regulate the private and NGO managed schools in the state to avoid any untoward incident in future.

To this effect necessary instruction have been issued to all the Deputy Commissioners and Deputy Directors of the school education at district levels to submit a detail report on adequate provisions of school infrastructure in their respective district.

 

Awareness campaign

ITANAGAR: The Unemployed Arunachalee Engineers’ Association (UAEA) has launched an awareness campaign on their grievances as well as to elicit support for the proposed peaceful dharna on statehood day.

Meanwhile the UAEA team visited Govt Polytechnic and NERIST today to make aware the students about the unemployment problems in the state and appealed one and all to extend support to their movement for the cause of unemployed youths.

 

Construction of Legislative

Assembly buildings begins

ITANAGAR, Feb 18: The construction of Legislative Assembly building has finally begun today with bhumi and Bastu pujan and with laying of concrete foundation by Assembly Speaker Wanglin Lowangdong and Deputy Speaker Tapang Taloh.

PWD Minister Nabam Tuki, Parliamentary secretary R T Khunjuju, chairman, DoTC Yumsen Matey, MLA Kamthok Lowang, chief engineer, PWD western zone T H Tayung, Assembly secretary M Lasa and officers and officials were present on the occasion.

While calling upon the nodal department to render logistic support, the Speaker urged the construction agency to expedite the work in unison.

Chief Engineer and GM of construction agency have assured of timely completion of the buildings, according to an official release.

Awareness campaign on SHGs

ITANAGAR, Feb 18: A publicity cum awareness campaign on Self Helf Groups (SHG’s) was held at Hayuliang on Feb .  Heads of various departments like Agriculture, Horticulture, Textiles and Handloom, ICDS, Rural Deptt etc took part in the meeting and deliberated on the availability of various subsidies which could be availed by forming an SHG.

R.K.Borthakur, ADC, Hayuliang gave a brief note on the origin of SHG’s and the prospects of becoming economically independent through SHG’s by undertaking various schemes.

C.S.Jeinow, Deputy Commissioner, Anjaw highlighted the success stories at the national level and the economic turnout that has been achieved by various SHG group. He further exhorted all public present to avail the opportunity and get financial empowerment.

Take step to enhance revenue from lottery draws

ITANAGAR, Feb 18: Concerned over meager income from the state lottery, Arunachal Anti-Corruption Sena, demanded the Minister of Finance and Lottery to appoint distributors/selling agent afresh in order to earn more revenue.

Arunachal Pradesh is earning revenue of less than Rs six crore annually with less than Rs.six/per draw from lottery business which is very low in comparision to the revenue being earned by other North East state,  AACA in its letter to Finance Minister claimed.

It also demanded submission of financial soundness certificates by such lottery distributors/selling agents while they make agreement with the government, the letter added.

Training  and  orientation Prog for farmers held

6 Farmer’s Clubs inaugurated in Upper Subansiri

DAPORIJO, Feb 18: A training and orientation Programme for farmers was organized by the Rural Development Society (RDS) at Ningte-Muri Village under Taliha Circle of Upper Subansiri District.

Addressing the gathering on the occasion,   ADC G. Ete, appreciated the RDS and NABARD in taking initiatives in the formation and inauguration of 6 Farmer’s Clubs of Ningte-Muri, Baki, Timba, Dui, Tilli-Jaring and Takiong- Puri for the benefit of the farmers and development of the district. Ete, who also presided over the programme, exhorted the members of the Farmer’s Clubs present to spread the knowledge gained, so that such programmes could be beneficial and successful in the district.

He informed the public that in this era of unemployment, the agricultural sector could play a major role in generating self employment for youths and improving economic conditions of the people. He encouraged the people to adopt kitchen gardening along with maintaining orange orchards and banana plantations ,as vegetables are essential part of our diet. Better production with better seeds and new technologies could make the area self sufficient without relying on neighbouring states for vegetables, he added.

S. Majumdar, Manager NABARD, J. Singh, Branch Manager SBI and T. Gamling Manager APRB also spoke on the occasion. All of them informed the people about the developmental and promotional role initiated by the banks in the state.

Mopin to be celebrated at Seppa

SEPPA, Feb 18: Along with rest of the state, Mopin will also be celebrated at seppa HQ in a grand manner from April 5 to 7.

The executive body of the Mopin Solung Festival Celebration Committee 2010(MSFCC) was constituted in a meeting chaired by P. Ligu, DC cum Chief Patron with Er. Kirba Sora, EE, PHED and Payek Goi as president and general secretary respectively.

The Mopin celebration will be marked by games and sports as well as cultural competition amongst the members of MSFCC 2010. The beautiful traditional cultural items of Nyishi, Aka, Miji and Apatani Community will also be presented. APEDA Chairman Likha Saaya has consented to attend the Nyokum Yullo celebration Yazali as chief guest in February 26.

Rural Development and Panchayati Raj Minister Takar Marde and Parliamentary Secretary for IT, Science and Technology Jomde Kena would attend the Nyikum Yullo celebration at Nyokum Lapang, Itanagar as chief guest and guest of honour on February 26.

 

Training on NREGA-MIS

Yingkiong, Feb 18: A two-day functional training on NREGA-MIS at NIC Yingkiong was inaugurated by Pawan Kr. Sain, DC Upper Siang today.

Speaking on the occasion Pawan Kr. Sain said that though there are topographical problems in fur flung areas like Upper Siang district, the norms of the programme has to be fulfilled in toto. Hence, extra efforts have to be put in by  the officers concerned. The sincerity and dedication will help in keeping pace with other developed states and people will regard and appreciate the efforts. So, the training has to be taken seriously and ideal for others.

Atul Tayeng PD (DRDA),while welcoming all, urged the trainees to take the training seriously as NREGA is backed by an act and they will be held responsible for any slackness on their part. The datas has to be put online as soon as possible.

The faculty members of SIRD explained the aim and objectives of the training. They appealed to help the district go on line completely

BDOs, CIC operators, EO (RE)s, officers and staffs of DRDA Upper Siang attended the training. DIPRO
